  • Overview

    Under the direction of the Assistant County Manager of Operations, manages the following sections:  Vector Control, Grounds Maintenance, Facilities Maintenance and Building Maintenance.  Oversees grant and project management activities and responsible for building maintenance and repair of county-owned facilities, which consists of approximately eighty buildings, twenty-three parks, the county fairgrounds and assists with maintenance of the Doña Ana County International Jetport.  Responsible for the preparation of plans and quality of workmanship on all buildings and building equipment repairs and remodeling of county-owned facilities.  Supervision is exercised over supervisors and lead workers performing building maintenance work such as carpentry, electrical repairs, painting, plumbing, plastering, mechanical equipment operation and vector control


    Directs the daily administrative operations of the Facilities and Parks unit.


    Supervises technical, clerical, and lead staff to include:  prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; and making hiring, termination and disciplinary recommendations.


    Coordinates and plans the maintenance schedule for all county facilities.


    Develops, implements and manages a 10-year building management plan for each county facility.


    Develops and implements goals, policies and procedures for the department.


    Oversees all maintenance and repair of county-owned buildings and HVAC equipment.


    Plans, organizes, directs, and inspects the work of building maintenance crews; estimates labor and material costs.


    Prepares specifications for special contract items.


    Consults with clients (i.e., elected officials, department directors) to determine functional and special requirements of new structures or renovations/remodels, and prepares information regarding design, specifications, materials, equipment, estimated costs, and construction time.


    Reviews plans and specifications and makes recommendations as to the maintenance and operation of new facilities prior to and during construction.


    Inspects remodeling and repair work in progress for quality of workmanship and compliance with specifications.


    Coordinates work with other county departments.


    Contacts vendors, suppliers and equipment technical support departments to ensure best prices, quality and warranties for purchases made.


    Seeks funding from various sources, such as grants, in order to provide additional money for the improvement of county parks and facilities.


    Reviews real estate contracts for compliance with government specifications and suitability for occupancy; receives and investigates major emergency calls.


    Supervises the maintenance of records and reports on work performed.


    Prepares budget estimates, controls expenditures, and makes recommendations to the Assistant County Manager.


    Responsible for implementing and obtaining quotes and preparing Request for Proposals (RFP); attends bid openings.


    Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. 


    Ensures that work is performed safely and within the guidelines of local, state and federal regulations.


    Responsible for knowing and abiding by all department and county policies and procedures.


    ADDITIONAL DUTIES. Other duties may be assigned


    Education. Bachelor’s degree in Civil Engineering, Project Management, or a related field.
    Experience. Four (4) years of increasingly responsible experience in facilities maintenance, construction and/or building/facility design; must have a minimum of four (4) years of supervisory experience over a  diverse  group of employees. Bilingual (English/Spanish) preferred.
    Education/Experience substitution. In accordance with County policy.


    Licenses/Certifications. Must have valid driver’s license and maintain a satisfactory driving record in accordance with County policy.  A GB98 Contracting license is preferred.


    Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).




    Must have knowledge of:  Operational characteristics, services, and activities of service programs including facilities maintenance, which includes grounds maintenance and vector control; pertinent federal, state, and local laws, codes, and regulations; principles and practices of personnel management and supervision; principles and practices of budget preparation and administration; principles and practices of building management methods; mechanical equipment, air conditioning, refrigeration, fire systems, stand-by emergency power, water treatment systems, sprinklers, irrigation systems, grounds maintenance,  vector control, and related preventive maintenance programs; contracting; work operational systems, procedures, standards and practices in various building tasks including grounds maintenance, vector control;  and purchasing procedures and policies, including  the state procurement code, and be computer literate.


    Must have the skills and ability to: Learn the applicable building codes; perform a broad range of supervisory responsibilities over others; read and interpret building plans and specifications, draw plans, and write work orders; work cooperatively with elected officials, department directors, county employees, building occupants, and the general public; communicate orally in the English language with customers, clients, or the public in group settings, one-on-one, or using a telephone or mobile radio; observe and/or  monitor objects or people’s  behavior to determine compliance with prescribed operating or safety standards; comprehend and make inferences from written material; produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar; review or check the work product of others to ensure conformance to standards; work safely without presenting a direct threat to self or others; and establish and maintain effective and cooperative working relationships with others.
