Under the general direction of the Chief Deputy County Clerk, assists in developing office communications, marketing, public relations, community outreach, training and professional development, and data analysis for the County Clerk’s office.
A. Develops and implements the office communications and outreach plan
a. Develops and manages media messages including communicating with the media on the office's behalf
b. Develops and implements strategic communications with the public
c. Develops and implements messages consistent with the county Public Information Office
d. Develops, schedules, implements and oversees outreach activities in the community
i. Schedules, plans and oversees Clerk outreach events
e. Recruits and trains election officials
f. Recruits and trains Third Party Voter Registration Agents
g. Develops and implements community involvement with the Clerk's office
h. Creates, oversees and analyzes community surveys
i. Develops and implements an outreach and education program with local public schools, community colleges and New Mexico State University
i. Develops voting curriculum for youth
j. Develops and implements a plan to engage with other government and community organizations to educate their staff and/or members about Clerk's office
i. Works with organizations and other governmental agencies who work on election related tasks to coordinate messages and ensure accurate information is being distributed
k. Develops content for the office website and social media
l. Develops the office advertising plans and negotiates publishing arrangements with authorized vendors
m. Appears at public events as the office's spokesperson
B. Develops and implements an advisory council for the Bureau of Elections
a. Works with the council to develop and implement annual strategic plan
b. Works with the council to increase awareness of voter registration in the community
c. Works with the council to distribute important election-related information
d. Works with the council to educate the public on why voting matters
e. Works with the council to help improve the implementation of election laws
C. Develops staff training program
a. Creates, evaluates and modifies staff cross-training
b. Creates, evaluates and modifies compliance training on privacy
c. Creates, evaluates and modifies staff professional development
d. Creates, evaluates and modifies industry related staff training
D. Analyzes data that assists the Clerk's office to implement its strategic plan
a. Works with Clerk's office staff to identify election and recording vital statics that will help create projections for future work
b. Analyzes data to project workload and office needs
ADDITIONAL DUTIES. Performs other related duties as assigned.
Education. Bachelor’s Degree (Master’s preferred) in Political Science, Government, Business, Public Administration or related field
Experience. One year of specialized experience or advanced education relevant to election procedures, staff training and development, community outreach or community organizing. Must have experience working with media and managing public relations or marketing; experience coordinating activities or community organizing; and experience working with a variety of different types of organizations and boards.
Education/Experience substitution. In accordance with county policy.
Licenses/Certifications. Valid Class D Driver's License with verified record of good driving history.
Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass background and maintain an acceptable driving record in accordance with county policy.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Knowledge of: Program planning, implementation and evaluation; financial management and administration; familiarity with election and recording laws; how to effectively conduct office outreach and community engagement; and professional development and training best practices;
Skills to: Work on a computer (experience with VREMS and County Fusion preferred); develop and make office-related presentations at public meetings; develop and conduct staff training; organize with the community to increase awareness of elections and other office related responsibilities; and read, analyze, and communicate federal, state and local ordinances and regulations.
Ability to: Work with a culturally diverse population; communicate effectively; work independently; lead, resolve conflicts, conduct staff development and training; adapt to changing needs and priorities as circumstances dictate or as directed; work with employees to build and maintain positive morale and motivation; coordinate publication and advertising of office’s plans and programs.
