  • Overview

    Directs, manages, supervises and coordinates the programs and activities of the County Detention Facility.

    Oversees long-range Detention Center planning and direction for the County.  Provides written and oral presentations on operational and long-range planning to all levels of the organization.  


    Analyzes and coordinates Detention Center strategy, policies and procedures.


    Provide information to departments for departmental planning and operation.  


    Monitors Detention Center expenditures to ensure department operates within budget while meeting the goals and objectives.  


    Participates as a member of the County's management team.  Coordinates with other departments to integrate projects of mutual concern.  Coordinates with Federal, State, and local agencies to obtain funding assistance.  Provides input to senior staff to improve the level and quality of services.  


    Exercises ultimate supervisory responsibility for all Detention Center employees and contractors.  


    Supervises and directs senior staff in the planning, direction, organization and administration of the functions of the Detention Center.  


    Formulates and enforces policies and procedures to comply with Federal and State laws.  


    Implements all county personnel rules and regulations, safety procedures and implements departmental operational policies.  


    Supervises personnel, directs functions and coordinates all pertinent matters of all operations of the juvenile and adult facility.  


    Exercises supervisory and ultimate departmental authority regarding all detention center personnel matters including; interviews, hiring recommendations and recommends disciplinary measures as necessary.  


    Develops, implements and maintains a robust training program that provides the required training for all personnel and comprehensive training programs for advancement.  


    Coordinates and cooperates with other agencies to ensure that the facility complies with acceptable standards; Supervises handling employee and inmate grievances/complaints and problems; Evaluates employee performance on a regular basis; Prepares annual budget and monitors expenditures.  Responsible for knowing and abiding by all department and county policies and procedures.  


    ADDITIONAL DUTIES.  Other duties may be assigned.  


    Education.  A Bachelor's Degree in Public Administration, Criminal Justice, Business Management, Social Services or related field is required.  A Master’s Degree in Public Administration is preferred.   


    Experience. Must include eight (8) years of increasingly responsible work experience in corrections, law enforcement, or social services setting, of which five (5) years must have been as an administrative level supervisor.

    Licenses/Certifications.  Jail Management Certification is required upon hire or must be obtained within one year of hire.  Position also requires a valid driver’s license and maintenance of a satisfactory driving record in accordance with County policy.


    Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background and driver’s license check.





    Must have knowledge of:

    • Jail and/or prison operations standards;
    • Correctional facility construction and financial operations;
    • Criminal justice systems;
    • Federal and State laws that govern detention operations;
    • Management and supervisory best practices and procedures;
    • Rights and administrative procedures of detainees.


    Must have skills to:

    • Formulate policies and procedures;
    • Maintain jail standards and prepare comprehensive reports;
    • Organize, supervise and provide guidance to the staff in the implementation of the Department goals, objectives and practices;
    • Implement ACA accreditation standards;
    • Model professional, creative problem solving behaviors and attitudes toward detainees and staff;
    • Exercise good judgment and display constructive attitudes toward detained individuals;


    Must have ability to:

    • Read, interpret, and appropriately apply various documents pertinent to jail operations;
    • Analyze and effectively deal with dangerous or potentially dangerous situations and respond promptly and appropriately;
    • Utilize necessary computer applications, such as, word processing and spreadsheet programs;
    • Communicate effectively in oral and written form;
    • Effectively manage and supervise staff to ensure effective and efficient operations;
    • Establish and maintain effective working relationships with others.
